U.S. Not Prepared for Tar Sands Oil Spills, National Study Finds

Spills of heavy crude oil from western Canada’s tar sands are more difficult to clean up than other types of conventional oil, particularly if the spill occurs in water, a new study by a high-level committee of experts found. Moreover, current regulations governing emergency response plans for oil spills in the United States are inadequate to address spills of tar sands oil.

The study by the U.S. National Academies of Sciences, Engineering, and Medicine confirmed what scientists, emergency responders, and conservationists knew anecdotally from a major oil spill that contaminated Michigan’s Kalamazoo River in 2010 and another spill in Mayflower, Arkansas in 2013. Tar sands crude, called diluted bitumen, becomes denser and stickier than other types of oil after it spills from a pipeline, sinking to the bottom of rivers, lakes, and estuaries and coating vegetation instead of floating on top of the water.

“The long-term risk associated with the weathered bitumen is the potential for that [oil] becoming submerged and sinking into water bodies where it gets into the sediments,” Diane McKnight, chair of the committee that produced the study and a professor of engineering at the University of Colorado Boulder, told Circle of Blue. “And then those sediments can become resuspended and move further downstream and have consequences not only at the ecosystem level but also in terms of water supply.”

Weathering is what happens after oil is spilled and exposed to sunlight, water, and other elements. In order to flow through pipelines, tar sands crude oil is mixed with lighter oils, which evaporate during the weathering process. In a matter of days, what is left of the diluted bitumen can sink.

The study’s findings come amid an expansion in unconventional fuels development and transport in North America. Over the past decade, Canada became the world’s fifth largest crude oil producer by developing the Alberta tar sands. U.S. imports of Canadian crude, much of it from tar sands, increased 58 percent over the past decade, according to the U.S. Energy Information Administration.

Though oil prices are at a seven-year low, and market turbulence is expected to persist for several more years, tar sands developers are working to double the current tar sands oil production — around 2.2 million barrels per day — by 2030. Pipelines to transport all of the new oil are expanding too, producing a greater risk of spills.

Whether tar sands producers achieve that level of oil supply is not assured. Public pressure is mounting in Canada and the United States to rein in tar sands development due to considerable environmental damage and heavy carbon emissions. U.S. President Barack Obama last month scrapped the Keystone XL pipeline, an 800,000-barrel-per-day project to move crude oil from Canada’s tar sands to Gulf of Mexico refineries. An international movement to divest from fossil fuels and a legally binding global deal to cut carbon emissions –if it is signed in Paris– could curb demand for tar sands oil.                                    continued below

SEATTLE -- China is seeking to tap the flood of cheap natural gas coming from the interior of North America by converting it to methanol at three huge refineries in Washington and Oregon.

The processing plants, collectively called Northwest Innovation Works, have received little attention despite their head-snapping impact:
  • The refineries could increase demand for natural gas in the Pacific Northwest by 40 percent.
  • They would more than triple the size of the fast-growing U.S. methanol industry.
  • With an estimated $7 billion price tag, the refineries would be one of the largest investments ever by China in new U.S. manufacturing.
  • The largest plant, planned for Tacoma, could use more water than all the residential customers of the city's public utility district combined.
"This is really a cross-Pacific collaboration," said Simon Zhang, the project's CEO and a former official with BP who is based in Shanghai. "It's very unique in that it brings a benefit to both sides of the Pacific very clearly."

However, the plan is being viewed warily by Pacific Northwest environmental groups, which have proved effective at slowing a long list of proposals to deliver coal, oil and natural gas from the continent's midsection to hungry markets in Asia.

"They fit into the pattern of more fossil-fuel infrastructure built on the Columbia that we have concerns about," said Brett VandenHeuvel, the executive director of Columbia Riverkeeper. Two of the three refineries would sit on the banks of the Columbia River.

The Chinese proposal, first made public last year, is different from other projects that would export raw fossil fuels. First, the end goal is methanol, a crucial building block of plastic and many other materials of modern life. Second, China would be the sole recipient.

Third is that it aims to lower greenhouse gas emissions in China, while raising them to a lesser degree on American shores. China is the world's largest producer and consumer of methanol, and it manufactures almost all of it from coal, which creates a great deal of carbon emissions.

Reducing carbon emissions across industries is an increasingly urgent goal for China, which will be a key player at the Paris climate talks at the end of this month. In September, China announced it would establish a carbon-trading market by 2017.

The Pacific Northwest venture claims that using natural gas instead would reduce emissions by 70 percent, and that it will employ a new technique that reduces the carbon footprint even further.
Northwest Innovation Works says the three refineries would create 3,000 construction jobs and 460 permanent jobs. It could spawn new customers for natural gas in the Pacific Northwest, where industrial jobs have been on the wane. The proposal has received an enthusiastic endorsement from Washington Gov. Jay Inslee (D).

The factories would also use enormous quantities of water, an obvious selling point for China and a potential flashpoint in the Pacific Northwest. China has chronic water shortages, while Washington and Oregon have lots of it -- though that supply is in question as climate change reduces the region's snowpack.

Two of the refineries would sit on opposite banks of the Columbia River, one in Clatskanie, Ore., about an hour's drive northwest of Portland, and the other at the Port of Kalama in Washington state. Both would produce about 5,000 metric tons of methanol a day, which would put them on par with the world's largest methanol plants.

But both would be dwarfed by a third proposed refinery at Tacoma, a busy industrial port a half-hour south of Seattle. Double the size of the other two, it would be the largest methanol refinery ever built.

 

Cheap gas fires up U.S. methanol

The new refineries would bring an even steeper growth curve to an already fast-growing methanol industry in the United States.

Methanol, also known as methyl alcohol or wood alcohol, is a precursor to hundreds of products, from plastics to fabrics to paints to windshield wiper fluid. The Washington and Oregon projects, like other plants, would combine natural gas with steam and heat to make a synthesis gas of carbon monoxide, carbon dioxide and hydrogen. That gas is heated and compressed and run over a catalyst to make a crude methanol, and then it is distilled with water.

The resulting methanol -- colorless, flammable, and a liquid at atmospheric temperature -- would be shipped to China, where it would be converted into olefins, such as ethylene and propylene, and used to make a range of products.....   read more here

(KSTP) -- UPDATE: Emergency crews were on the scene of a train derailment in western Wisconsin that closed highways and prompted a voluntary evacuation of nearby residents.

"Truthfully, I've always been concerned something like this might happen," said Patti Stinson of Buffalo City who was taking pictures of the train on Saturday.

A statement from BNSF Railway said 25 cars derailed roughly two miles north of Alma, Wisconsin, at approximately 8:45 a.m. Saturday.

"You assume the worst. You never know when it involves the water either," said Chief Deputy Colin Severson from the Buffalo County Sheriff's Office.

The cars included empty auto racks and tanker cars of denatured alcohol, more commonly known as ethanol, according to the statement.

"They're working on stabilizing the cars and cleaning them up," Severson said.

BNSF said there are no reports of fire, smoke or injuries. Parts of two state highways were closed due to the incident, but were then re-opened in the afternoon.

"In this case everybody responded very quickly," Severson said.

The Buffalo County Sheriff's office said the Alma American Legion was set up for those who left their homes.

Many locals say they had no idea there was potential for a serious threat, therefore staying put, disregarding the voluntary evacuation......   more here

ALMA, Wis. (WKBT) -  No one is injured after a train derailed in Buffalo County Saturday morning.

Just before 9 a.m, the Buffalo County Sheriff's Department said 32 cars fell off the tracks near Highway 35 and County Road I, about 2 miles north of Alma.

The Sheriff's Department said five of the cars were carrying ethanol that leaked into the Mississippi River. The leaks have been contained, but officials are not sure how much ethanol entered the water........   more here

COLUMBUS, Ky. (AP) — Part of the Mississippi River was closed as crews investigated an oil spill caused by the collision of two tow boats, the U.S. Coast Guard said Thursday.

The collision Wednesday evening near Columbus, Kentucky, damaged at least one barge carrying clarified slurry oil. The cargo tank was ruptured, causing thousands of gallons of oil to spill into the river, the Coast Guard said.

No injuries were reported.

The river is closed from mile markers 938 to 922, Petty Officer Lora Ratliff said.

The barge was carrying approximately 1 million gallons, but the breach was only in one area, affecting just one of its six tanks, Ratliff said. That tank holds 250,000 gallons, and Lt. Takila Powell said a little more than 120,000 gallons spilled into the river.

The Coast Guard said it was working with the barge owner, Inland Marine Services, and an oil spill response organization. Inland Marine Services referred calls to its public relations person, Patrick Crowley, who did not return repeated calls seeking comment.

Both tow boat operators had been interviewed by Coast Guard investigators and underwent drug and alcohol testing, but results aren't back yet, Powell said.

It wasn't known how long the river would be closed.

"We are working diligently to try to restore our marine transportation system," Powell said. "We understand that it is vital."

The Coast Guard determined five barges were damaged in the collision, but nothing other than the oil leaked into the river, Powell said.....

....Some oil was recovered from the surface during cleanup operations Thursday, Powell said, but she didn't know how much.

Powell said the oil is thick and has to be heated to be transferred or moved.

"How this type of product typically would react is that when it reaches the water that is of a lower temperature, it would solidify and sink," she said Thursday. "But one of the things that we will be doing tomorrow is trying to determine where that oil has migrated to, to try to determine whether or not it has moved down the river or if it's still in the vicinity of where the collision occurred."

The collision happened in the middle of the river channel near Columbus, Kentucky, late Wednesday, the Coast Guard said. The cause was under investigation. The closure stretched 17 miles south to the city of Hickman.....  more here

Grays Harbor poor choice for locating crude oil terminals

The dangers of oil trains have understandably dominated headlines about proposed oil terminals in Washington state. As a long-time crab fisherman out of Grays Harbor, I’m very concerned about another risk that has so far gotten far less attention yet deserves equal time in the public spotlight: the consequences of a major oil spill for our local economy, environment and way of life.

Grays Harbor is an essential fish habitat for many species and a major nursery area for Dungeness crab. The tribal and non-tribal average crab catch value, based on state and tribal estimates, is $44 million a year. The annual economic benefit is $80 million to $150 million, depending on the multiplier used.

In 2014 Washington residents took an estimated 4.1 million trips to the Washington Coast spending $481 million, according to a Surf Rider Foundation study. More than one-third of those visits were to Grays Harbor County to enjoy all our coastal waters have to offer.

The state is expected to soon release for public comment a draft environmental impact statement (DEIS) for the first two of three crude oil terminal proposals in Grays Harbor.

No crude oil presently moves through Grays Harbor. Yet, if the terminals are built, oil tanker and oil barge traffic is expected to increase vessel visits by 450 percent, adding 750 oil-vessel bar transits annually. The Grays Harbor shipping channel is narrow, shallow, subject to strong current flows, and has limited staging area for ships and tugs.

The Washington Department of Fish and Wildlife stated, “Grays Harbor is an area particularly sensitive to the adverse effects of oil spills.” The introduction of such huge volumes of oil transport and oil vessel traffic in an area not suited to them in the first place is inviting disaster. Grays Harbor is simply a poor choice for oil terminals.

Between trains, tanks, ships and barges, up to 115 million gallons of oil will be in Grays Harbor at any one time. We know from disasters like the Deepwater Horizon in the Gulf of Mexico and Exxon Valdez in Alaska that one major oil spill can be devastating: contaminating coastlines, killing fish and wildlife, destroying livelihoods and ruining property values. The damage can last for decades, even generations.

One major spill is one too many. The proposed oil terminals threaten not just Grays Harbor, but our state’s entire coast, a place cherished by millions. Those who care must engage in the DEIS comment process to tell our state leaders to put our waterways, our jobs, and our communities ahead of oil companies’ relentless pursuit of expanding markets and profits at our peril.

Margin of safety is thin




I am new to this area, so at the risk of sounding redundant, I’d like to address the problem with railroad tankers in general that are carrying crude oil every day and will be here unless we do more to stop it.
 
These antiquated DOT-111 tankers were built in the 1960s and are less than a half inch in thickness; 7/16 of an inch to be exact. There are approximately 200,000 of them out there and approximately 78,000 of them still hauling crude oil.

Safety flaws were vehemently pointed out in the early ’90s but fell upon deaf ears.
These railroad tankers are no joke. They are old, weak, poorly designed and are coming to our county unless we do something to stop it. Poorly designed vessels such as these cause people to die and communities to wither.
 
Senator Charles Schumer (D-N.Y.) has compared the car to “a ticking time bomb.”
The CPC-1232 is an upgraded car but certainly not by much. It still has the same thickness as the DOT-111, so no improvement there. It was one of the 105 cars in the CSX train derailment in Lynchburg, VA., April 2014 and ultimately spilled 30,000 gallons of Bakken crude oil into the James River. That same type of tanker apparently was leaking crude oil as it came across Idaho into Washington in January of this year.
 
There is a new tanker being built in Mexico which has a thickness of 9/16th of an inch. U.S. railroad corporations are not giving any indication they will even consider spending money to upgrade. Unless forced to by Congress to scrap the DOT-111 tanker, it will live on.
 
At this point railroads are being asked to upgrade but not forced to. So there are no new and improved rail tankers coming down the pike any time soon.
 
One can safely assume that the two 7/16 inch shelled tankers I spoke of are the ones that what will be carrying the crude through Grays Harbor County if big oil is allowed here. We will be living with them and their volatility every day. I don’t want to live here having to hold my breath because it really is a case of when (a spill or explosion will happen) not if.
 
This is my reason for writing today. Please voice your opposition before it’s too late.
Remember that Big Oil doesn’t know us as a community and doesn’t want to know us. They just want what we have. And in this case, it’s our backyards.

I am writing to congratulate the City of Aberdeen on adopting a six month moratorium on crude oil storage, affirming the enormous risk and little gain associated with oil storage and transport in Grays Harbor. The Port of Grays Harbor is a poor choice for shipping Canadian tar-sands crude oil or US Bakken crude oil. The proposed crude oil trains would travel through Aberdeen and the terminals would be sited within the population center of Hoquiam, creating substantial risk from fire or explosions Tank overflows on average occur every 3,300 tank fillings causing several explosions and fires.  There is also the risk of spillage, accident, and fire with any train-to-tank transfer, which could occur at any of three locations within the city of Hoquiam.  The potential for disaster is real.

The Port is built on landfill in a tsunami alert zone, whose land and waters are battered by serious storms and subject to flooding.  The pilings supporting the terminals are unlikely to withstand a tsunami resulting in nearly certain tank rupture, fire, and explosions spreading to the entire complex.

Where is the gain to the communities of Grays Harbor?  The three companies who plan to build facilities to receive, store and ship crude oil from Hoquiam would create tank farms with over a 110 million gallon capacity. Initially, there would be jobs constructing the tank farms, but once completed, those in the longshore industry predict a net loss because the current more labor intensive work of handling commodities in the Port would be replaced by the largely automated work of unloading and loading oil.  There are other important economic impacts to consider, including the effects of steadily increasing heavy, slow and over one mile long 100 car trains, each carrying approximately 2.9 million gallons of volatile crude. Such long slow trains would interrupt the flow of traffic to businesses, homes, and schools, and would interfere with emergency responses.

Fishing and tourism industry are major components of the Twin Harbor’s economy.  The risk is high for leaks during transport, and spills during loading and unloading, contaminating our waters and devastating these industries for many years.  How can we run the risk of losing our thriving seafood industry jobs for a mere handful of crude oil jobs?

The chemical fumes (vapors and gases) vented from the oil storage tanks with floating lids, as well as fumes emitted during the loading and unloading of trains and tankers will impact Hoquiam and Aberdeen and  surrounding towns affecting citizen health and  diminishing property values. Exposure to this air pollution includes increased risks of cancers, stroke and heart attack, asthma, allergies, chronic obstructive pulmonary disease, and neuro-developmental and behavioral disorders in children.

I wish also to welcome Renewable Energy Group, the new owners of Imperium Renewables, with the sincere hope that they will hold as a priority the long-term welfare of the persons, economy, the bay and the beautiful surroundings of Grays Harbor.
